Ultimates Are Getting an Across-the-Board Nerf In Overwatch
Tired of hearing angry Japanese words every so often? Blizzard seems to think so as the latest PTR Patch notes reveal an across-the-board 25% nerf to ultimate build-ups in Overwatch.
In a notice posted on the PTR bulletin notice, community manager Josh Engen said that all ultimate costs have been increased by 25% across all heroes. Furthermore, ultimates no longer charge when dealing damage to non-player targets such as turrets.
Engen notes that while none of the changes are permanent, the team is actively looking into balancing the game around the ultimates of heroes.
The rise of the 3×3 strategy, the Reaper-Beyblade metagame and their counters can be traced back to Ana’s original Nano Boost giving a substantial boost to offense. While Ana’s Nano Boost’s ultimate charge rate has already been nerfed, she remains an integral part of most professional teams.
Other changes in the PTR include nerfs to Zarya’s damage output, buffs to D.Va’s utility and damage and a nerf to the game’s current best support, Lucio.
Here’s a full breakdown of all the current Hero changes being tested so far:

Mech health increased to 200 (formerly 100). Armor remains at 400
Movement speed while firing has been increased by 25%

Bullet damage increased from 17 to 20
Maximum bullet spread Increased from 2.2 to 2.4

Nano Boost
No longer increases move speed

Ultimate cost has been increased by 15%

Healing-per-second has been decreased by 10%
Zarya
Particle Barrier
Power gained from barriers decreased by 20%
Projected Barrier
Power gained from barriers decreased by 20%
Torbjörn
Scrap is now automatically generated over time
The amount of scrap collected from a fallen enemy has been decreased by 40%
Forge Hammer
Swing speed increased by 25%
Damage decreased by 27%
